Summary
Mitsuki wasn't supposed to be in Tier C.
She had no map, no guide, and certainly no permission from her father. She told herself it was a "detour"—a little excursion, just to see what it was like down here. But the truth was she'd boarded the wrong tram on purpose.
Her boots clicked against the uneven ground, out of place among the pavement and buzzing wires. She walked past shuttered shopfronts and narrow alleyways. She didn't belong, and everyone who looked at her seemed to know it.
Then she turned a corner, and there it was — a café, quiet and unassuming, its windows misted over, its wooden sign worn with time but still bearing one soft word: "Open".
It looked… comforting. Warm.
It was out of place, like a secret someone had forgotten to erase.With a bit of hesitation, she stepped inside.

No one brought him in. He had no records, no relatives, and no story.
He'd been found on the streets during a cold night—a slip of a child curled beneath a broken market stall, arms wrapped around himself, lips cracked and almost blue, his hair long and partially obscuring his face. Someone called it in—a shopkeeper, maybe, or a patrol officer who pitied him.

Summary
The phrase "carrot and stick" is a metaphor for two different methods of incentivisation. The "carrot", referring to the promising and giving of desired rewards in exchange for cooperation; and the "stick", referring to the threat of undesired consequences in response to noncompliance.
In other words, Fleur’s streak of rotten luck gets worse. For Nasrin, it’s just another day on the job.
