Summary
Dipper was honestly surprised when the first setting he was greeted to after dying wasn't the fiery pits of hell and the screams of the damned, but instead a very crowded, clinical looking waiting room. He definitely didn't expect for his eternal fate to be determined by a rigged game of poker either. Still… maybe, just maybe, he had a shot at getting his life back.
"Oh, come ON! Poker? Really?" Bill threw his hands up dramatically. "It's like he wants to kick it in this gaudy hallway for the next billion or so years!" He shot a glare at his surroundings. "Hey, how'd you even afford all these candles anyways? Aren't you guys in a financial deficit? Did ya have to buy them in bulk?"
Or, Dipper Pines slowly realizing he is oh so screwed and then watching in horror as that same realization dawns on Bill in a way that isn't nearly as funny. Axolotl save them all.

How fun. And to top it all off, the Axolotl sent him here to better himself, and he feels like he’s only getting worse.

Mr. Cipher has once again not shown improvement in his first session since his most recent stay in the Solitary Wellness Void. He is once again participating in voluntary silence, refuses to interact positively with other patients, and has made no effort in his sessions with me or in his group sessions. He has made attempts at attacking me and other patients as well. It seems as though our methods are not working for Mr. Cipher, and he is in need of a different approach to his recovery. I would like to recommend Dr. #@&$+= find a different method for his recovery if possible to prevent any continued worsening of Mr. Cipher’s condition

The Axolotl knows somewhere deep down some how there is a sliver of goodness inside Bill Cipher. (At least in .7% of the different timelines that could occur in this universe) and the Axolotl is way to much of an optimist to let that potential go to waste. In a last ditch effort to save Bill's soul the Axolotl decides to arrange a sort of out patient rehab situation for Bill including a brand new body, free rent at the mystery shack and whole lot of unwanted human experiences. And not ten minutes into outpatient Bill decides he'd rather suffer through psychobabble with D-SM5 than have to avoid eye contact with Ford. But it'll be fine. Probably.
